In a saucepan brown ground beef until fully cooked.  Once browned drain any excess grease.  Add chopped onions, green pepper and cook until translucent.  Add fresh garlic, seasonings, bay leaf.  Stir all together.  Next add tomato sauce, cooking wine, olives, raisins and capers if using.  Stir together and cook at medium heat for 20 minutes.  Taste and add salt if needed.  Serve with white rice.
